Now I want to convert my all over emails (.eml) into MS Outlook (.pst) and which tool support to windows 8.1 also. now I am using a software also share with experience of any EML to PST conversion tool, which supports with windows 8.1. Can anyone help me?

Manually Export Windows Live Mail to Outlook

Start the Windows Live Mail program in your system
Click File -> Exports ->Email messages
Select ->Microsoft Exchange -> click next
A dialog box “Export Message” appears
Click OK to proceed-6. Now select the desired folder or all folders to proceed and click OK
Export process starts
Click finish after the export process gets finished
